High School student Shinichi Kudou was a virtual Sherlock Holmes, who the Tokyo police regularly turned to for help in solving baffling cases. Seina Yamada is an unlucky teen boy. In fact his luck is so bad that he can't score a break if he tried. While on his way to his friend's house (taking a shortcut which takes him past his senpai Tenchi Masaki's home), his bad luck causes his bike to break. As he comes to rest at the Masaki lake, something crashes into the lake and knocks him out. When he comes to, a beautiful blonde lady is over him, relieved he hasn't been harmed. Assuming Seina has been training with Tenchi, she gives him a pamphlet to join Galaxy Police and tells him her name is Amane Kaunaq.
