This is a term coined to identify things like jiggling breasts, cleavage shots, panty shots, bra shots, closeup shots of women's breast, legs, butt, etc., and mild nudity all for the purposes of "servicing" the audience and having no relevance to the plot or characters of a series. The term has a second meaning covering things like massive action sequences, explosions, fights, etc., but it mostly refers to the first meaning.

A high school girl finds a weak and battered rabbit-eared animal in the park and takes it home to nurse it back to health. They are surprised and attacked by a gang of monsters under the influence of the magic seed, so with a kiss from Natsuki, Chihaya transforms into a frilly-skirted magic-wand carrying warrior, with fantastic magical powers to defeat the monsters. Natsuki shares that these monsters were actually very weak, and she is going to become a lot stronger very quickly in case of new attacks. Sakai Yuji was a normal student, or so he thought until one day the world around him "stopped" and he was assaulted by a monster, “Kuze no Tomogara”.
