This attraction is usually by older men, but can also involve older women as well. Koi Kaze is an example of this category. In the West the term is a genre for Anime! Meaning: An Anime that has underaged female character in sexual scenes or doing sexual things! The best example of a lolicon is Kodomo no jikan
