The first 20 episodes are just 5-minute episodes which have Miyuki and Natsumi in various crime-related events. While Natsumi always had a sadistic streak, now Miyuki has one too. She carries a purse hoping a mugger grabs it (in one of the funniest episodes). She electrocutes people on at least two occasions. She's vicious...when she's not screaming her head off and saying (in Japanese), "Stop it!" That got old REAL quick. Even though it didn't happen often (three or four times), it weakened her character. I understand that this is a weakness of hers when in comes to ghost stories or anything supernatural (from the manga). These were the only times she screamed in these episodes was when the supernatural was mentioned. Still, I didn't like it.
Episode 21 is the Japanese version of Baywatch in my opinion. For Miyuki and Natsumi to get temporarily sent to a beach precinct to help them with traffic seemed a laugh. But when someone was drowning, suddenly the uniforms are off and the swimsuits on. As someone asks, "Why are they wearing swimsuits under their uniforms?" Fanservice! And there's plenty of that throughout the entire series. Heck, even the opening has Natsumi in her nightshirt stumble sleepily into Miyuki's room and fall on her in a sexually-suggestive way (complete with panty shot). Fanservice is also why so many of the stories involved panty thieves or peepers of some sort.
Bottom line: You need to have seen the initial You're Under Arrest! (TV) series in order to appreciate this one. Only the hard core YUA fans will want to buy this though.
